In the 60s a new urban conscience was born. First the Peep popular building plan lead to the developement of new districts as the "third Bologna"; then "the active preservation" also protects the popular Bologna with little porticoes and the houses in line.

In 1955 a new plan is designed which however will not solve the city development problemes. It is only in the 60s that with Giuseppe Campos Venuti, town planning Adviser, the hill plan for green places preservation and the Peep popular building plans lead to the developement of new districts: Barca, Fossolo, Beverara, Mazzini, and the Roveri with green areas and many facilities for the new buildings.
In spite of leaving the Japanese Kenzo Tange's plan about a huge developement in the North of the city, the towers, however Tange's, were added to the Fiera District, then the new Fiera buildings according the Benevolo, Giuralongo and Melograni plan and works of the architects Bega, Pancaldi and Zacchiroli (Culture and Congress Palace, City Gallery of Modern Art and Business Palace) and even the Modern Art House of Le Corbusier, rebuilt in front of the Gallery. In the years 1963-67 the slip road to Northern Bologna's ring road (F. Fantoni, G. Montini and Town Hall Technical Office Plan) was built to link different motorways converging on the Emilian chief-town to the streets driving to the city centre.

In the 60s people realized that the historic centre is in itself a huge civil heritage and so it must be fully preserved, maybe clean up damaged places, but without throwing out the population. The modifications of the 1955 plan (Pier Luigi Cervellati was an assistant to town planning) defined this "active preservation" choice which called back the international attention on the city.
The plan, carried out only partly, also recognized the dignity of the popular Bologna with little porticoes and houses in line, allowing in that way the preservation of caracteristic places and the survival of its inhabitants, those who belong to the craft industry class. The developement of a small and medium industry, linked to the cooperation movement, force to talk about an "emilian model", able to create one of the country best places to live, without excluding the iportant problems of any European metropolis. The developement of the small and medium industry (around 2,000 firms) will be especially on the major trunk roads, while the agriculture industrialization will change a lot the countryside landscape, replacing huge spaces by plurisecular "planting" machines as it was at the beginning, in Roman times.
